Why do many colleges refuse to give financial aid to transfer applicants?

Last year, I tried to transfer to Bloomsburg University (since my current school is a terrible misfit). I only got about 2 state grants (my family's EFC was $0 on the FAFSA) which was nowhere near enough to cover the cost of their tuition. I found out that Bloomsburg (and many other universities) do not give scholarships to transfer applicants. Why is that? In my case, I really needed additional financial aid since my family was in a very bad financial situation (both of my parents had been unemployed for many years). Why is it that colleges/universities give such unequal treatment to applicants?
