She was probably just not socialized. Older people tend to have quiet predictable lives. That is what the dog is use to. She doesn't know how to be a "dog about town". She's afraid. Time, patience, and small jaunts into new things will help her. Some dogs are always fearful. And dogs that aren't socialized make that fearfulness worse.
