Infamous good side quest not showing?

I've only completed 6 of the good side missions and there are no more on my map. But there are two evil side missions highlighted. The only evil karma choice I made in the game was the very first one in memorial park with the food parcels. I accidentally injured a pedestrian and it gave me the bad karma choice. Were are the blue hero side missions and why are they not showing up but the evil Karma ones are.
