How do I sell a car that is not currently running?

The car has a clean title and is registered but I don't want to have any liability issues due to it not being able to p smog and stuff like that cause obviously it is not running and the person transferring it to their name will have to have it smogged right? To I made it non-operational and then sell it? would it still be considered a clean title?
